When a player says he doesn't want to sign because he wants a winner or is unhappy with playing time or any of those type of reasons you get no offers.

so are you going to check every potential FA before re-signings start?
thats the only way you can enforce that.
I can easily check my players resigning status and if he says hes unhappy with playing time, I can just play him more and have that status change.

Also, gms without the game can't even see the status, so they would be at a disadvantage.

Also, gms without the game can't even see the status, so they would be at a disadvantage. They could post asking what a guy wants and then I tell them?

I don't mind the rule but only if you go team by team before resignings start to check every potential FA resign status.
