The Fat Toad. What to say about him?? This hefty fellow has had enough of life in Japan and wants to come America to continue his career. Unfortunately, for his Japanaese team, the Chiba Lotte Marines, Hideki is old enough (29) to avoid the typical posting system that other Japanese players are subject to. What does this mean? MLB teams will not have to pay a posting fee for Mr. Irabu as he is technically an international free agent.
Even though he is a free agent, it will still be necessary to make your offer through me. While he is sold on leaving Japan, Hideki may find more lucrative offers in countries like Dominican Republic and Venezuela. There are reports that he already has a 2 year, $5M per year offer in hand from the Gigantes del Cibao. If no American team can best that offer (he's looking for long term security first and foremost, but won't sign for less than $5M per year) he will sign with the Gigantes.
The money you use to bid will come from your available money to sign free agents in the game.
Hideki has been very open about switching teams and has allowed multiple teams to send scouts to watch him pitch. The ratings that follow will be the ratings he comes into the league with:

Unfortunately, he won't permit any interviews so I couldn't even venture a guess at his intangibles or what his tie breakers would be if there is a tie in contract.

That's all the clarity we needed NYC!!! Was not sure if we meant the end of those 30 days of FA, or the end of inseason FA.... We in Philly are too busy eating cheesesteaks to worry about what the rules are of foreign imports!
