The Yokohama BayStars have finally been convinced to allow Tomo Ohka to continue his young career in America. The 22 year old pitcher, known for his advanced control at such a young age, is known to be very excited.
The BayStars are in dire financial needs and will let their young pitching phenom go for any price. Something about too many geisha/sushi parties... Ohka, being young and seeing dollar signs, has told me his contract demans. The only thing I'm allowed to divulge is that he wants 3 or more years on his first contract.
The posting fee will come from your available cash in the game and the contract money will come from your available cash to sign free agents in the game. So make sure you have enough going forward.
Like Ichiro, I've had a hard time securing a scouting report. Ohka is known to be a soft tossing righty with an extreme command of the strikezone. Unfortunately, he doesn't fool as many hitters as you'd like your pitcher to. As a result his strikeout numbers are low and his homeruns are high. There is some fear that Ohka might not be totally developed and might need a few years in the minors before becoming a starting rotation mainstay. Here are some scouted ratings I obtained from a Japanese scout a couple years ago:
G/G/A/G/G
Velocity: 4 SP Duration: A RP Duration: None Groundball: 55%
Tiebreakers to sign him if posting fee and contracts are the same: 1. Spot in rotation for Ohka 2. Closeness to Japan 3. Veteran presence to mentor Ohka
Posting fee ties won't matter. If there is a tie, the person with the higher contract will win Ohka. The highest contract will be total cash in the contract. 3 yrs x $10M will beat 2 yrs x $14M, for example.
Special stipulations: Full no trade clause for the contract he receives.
Because there are no minimums on the posting fee or contract expectations all teams will be able to bid on Tomo Ohka.

you can virtually guarantee you wont get a tie by sending in an off like 5 years 1034876 etc, so there is literally no point offering a posting fee

seems like there should still be a basement contract though, a set base salary, otherwise 7 years 1 million is going to be popular

Go ahead a risk a contract like that. All it would take is a 2 yrs x $4M contract to beat it.
