The Devil Rays and Diamondbacks could pick any player not on the protected lists of the 28 other teams, although no team could lose more than one player in a given round. The protected list for each team consisted of:
For the first round, 15 players from the rosters of their entire organization—both their 40-man roster, plus all minor league affiliates.[4] Each team could add three more players to its protected list after each round.[4] In addition to the above, players chosen in the 1996 and 1997 amateur drafts were automatically protected, plus players who were 18 or younger when signed in 1995. Players who were free agents after the end of the 1997 season need not be protected.

no love for my mock draft idea? I don't think franchise players should be exempt from the draft. It would be fun to see a franchise player left off a list, and not taken at all! Sorry Stros.... I can live with 1999, that means I have to make one or two tough decisions...Erbes just seems to ignore, teams are going to leave overpaid vets off the list regardless...so a team could easily build through the draft and FA just like the MLB teams

yea, but the MLB distinguishes between those types of signings and the actual 1996 and 1997 amateur draft signings. In BBSBL, all players are lumped into the amateur draft, except for players like Irabu, Ohka, etc.

1999 is KEY, because it gives a team 2-3 more keepsies, plus we are already aware of how studly 1999 will be.
I think 3 years + 15 / 5 / 5 is fine. Hell, by adding a 3rd draft + FA imports for 3 years, the 5 should be downgraded to 3, but I won't go there.

TIE THIS UP: If we have an Irabu type import during any of those three draft seasons do they have to be protected or not? I say all players coming in 1999 - 2001 are exempt, draftee or FA import. Franchise players still have to be protected. If left unprotected and selected, the losing team is subject to the market adjustment rules as if they traded the player.
