It looks like this is finally going to happen. We'll be welcoming the Tampa Bay Rays and the Arizona Diamondbacks into the league!
It's going to be a process. This will not go into effect until the 2002 season. Here's the schedule Chris and I have laid out:
Off-season 2000 - TAM / ARZ to participate in Ammy Draft
Off-season 2001 - TAM / ARZ to participate in Ammy Draft
Off-season 2002 - Add 2 teams, Realignment, Expansion Draft
In 2000, Tampa and Arizona will draft 5/6 in the Amateur Draft and in 2001 they will draft 7/8. The order will be a coin flip in 2000 and then reversed in 2001. The players they draft will appear in somebody's farm system and will start. This is to make sure the players get experience. These players will obviously not be able to be traded or cut, regardless of PDs.
At the end of the 2002 season, the Rays and Diamondbacks will come into existence. This will happen before any offseason actions. Realignment will occur at this time. The next step will be the expansion draft. Here are the rules for the expansion draft:
1. Each team already in existence will be able to protect 15 players.
Players automatically protected:
- Any player drafted in the 1999, 2000, or 2001 amateur draft
- Any foreign imports from 1999, 2000, or 2001; or that have specific no trade, release, or demotion clauses through 2002.
Players NOT automatically protected:
- Franchise players (if picked in the draft, the same consequences would occur as if you traded him)
- Players younger than 22
Players that do not need protection:
- Free agents after the 2001 season
2. The order of the draft will be determined by a coin flip. If Tampa wins the flip the order for the first 5 picks will be: TB-AZ-AZ-TB-AZ. And if Arizona wins, the order for the first 5 picks will be: AZ-TB-TB-AZ-TB.
3. Each round will be 28 picks. There will be 3 rounds. Existing teams cannot lose multiple players in each round. Meaning only one player from each existing team can be taken in each round.
4. After the 1st round, existing teams will be able to protect an additional 5 players. This will occur after the 2nd round as well.
After the expansion draft, the Amateur Draft will occur. Tampa and Arizona will be the last two picks, and the order will be the reverse of the expansion draft.
By the end of all this each team should have about 50 players. They will then be able to participate in free agency and be full fledged team by the end of the 2002 offseason.
