THESE ARE NOT RULES and will therefore stay open for discussion. I've been meaning to put these up for awhile now for newer guys to OOTP so I apologize if this looks like I'm picking on a certain a team, I'm not. Here we go.
"The Magic Number"
My magic number is 5. This means when a pitcher gets to 5 in runs or a 5 in hits I believe he is ready. Obviously, he could stay in AAA for as long as you want - he will develop there. I find that I have the best success when a player hits a 5 in either runs or hits and is then called up that he does a much better job at finishing his development, rather than keeping him in the minors for a longer period of time and hoping for development there. Many times when a player is called up prematurely their development is stunted. Calling up a player early or waiting to call up a player will have no effect on the PDs he receives. That is a completely random part of the game.
Finances
This is a very important part of the game, as how well you run the business side will determine things like signing free agents and the ability to offer extensions.
You have no power over the TV contract you receive. It's usually tied in with your market size and fan loyalty.
Promotions are huge! Make sure to schedule promotions against weaker opponents as winning the game can lead to an increase in fan loyalty, but losing the game can result in the opposite.
Ticket prices are pretty average around the league. I would recommend never going over $10 per ticket, but rather staying in the $7-9 range regardless of market and fan loyalty.
BBSBL3 Specific
Do everything you can to earn board cash. Post, export, do the small little contests, etc. The ability to improve your players can't be understated enough, especially early in their development. Give your younger players a kickstart.
There are a lot of rules. If you don't know something, look at the rules section or send me a PM. There's no reason to run your mouth when you're wrong.
Post, post, post. I'm not looking for guys to post every minute of every day, but posting is important. If you don't post and you don't export, you'll be gone. Even if you're just chiming in on Off Topic stuff that's cool. You can always send me export stuff if you're on the road or away from a computer for awhile. I count PMs like that as exports and you'll earn more cash.
I'm sure I'm forgetting some stuff. I really just wanted to get that player development guidelines out there so we don't see too many studs ruined. Comments, concerns, questions?
