CEI can be handled two different ways:
1. You pay $10M board cash to reverse it and the player goes on the 60-day DL. This must be done before the next sim.
2. The player goes to a random number generator to determine how long he will be out.
In either situation if the player suffers a PD you can spend to reverse it. If the player has already used a PD reversal, then oh well.
