It was two completely different situations. Houston had a negative cash balance. You wouldn't have been able to sign people anyways and the team was clearly in need of a rebuild so the odds of you adding salary were slim anyways. The financial probation was more of a formality.
The Phillies haven't had a consistent GM since Big Buhner. Dropping them 5 spots because of this would have been dumb. It wasn't CC's fault and if I recall they actually starting winning games with an exported DC.
I equate it to the CY in BBS. It was a reset for him.

Yea the Phillies get rewarded in this situation actually. Kind of odd, they have been inactive since I have been here and were always dropped when it applied.

gotta ask erbes that. Instead of dropping, philly moved up a spot. Doesn't make sense IMO. Im gonna assume that since CC came I'm at the tail end Phillies troubles weren't his,so Erbes is actually making the right call imo. Why penalize CC? Next time do a better job losing fellas

So they didn't do a good job of anything as well I can understand him not dropping but to boost him is kind of eh.

why would u bump them to 1? I can understand not dropping but no way they should get rewarded..
and the difference b/w 1 and 2 in this draft is a franchise player and a nice starter so pretty big deal
